VEPG organized the Technical Working Group One’s the first meeting

On November 4th, in Hanoi, the Electricity and Renewable Energy Authority, Ministry of Industry and Trade (MOIT), organized the Technical Working Group One's first meeting on electricity strategic planning.

Deputy Director General of Electricity and Renewable Energy Authority (EREA) Mr. Nguyễn Anh Tuấn and Long-term Advisor of the Denmark-Vietnam Energy Partnership Program (DEPP3) Mr. Louis Algren co-chaired the meeting. 

The meeting was held online and offline with representatives from MOIT, energy experts, international organizations, and financial institutions, which are members of the Viet Nam Energy Partnership Group (VEPG).

The aim of the meeting was to update information about policies and national orientation of the power industry’s green transition. It also was a chance to share opinions about opportunities and challenges of Viet Nam’s electricity among different stakeholders, thus, concluding key topics for TWG1 on electricity strategic planning in 2023. 

Opening the meeting, Mr. Nguyễn Tuấn Anh, EREA's Deputy Director General, said: “Electricity development, in particular, and power development, in general, play crucial roles for the national economic growth and defensive security insurance. Hence, electricity and power development are always on top priority."

At the meeting, representatives from EREA (MOIT) presented on the orientation of Viet Nam’s power industry’s green transition. The focal points in the coming period will concentrate on transport, industry, construction and renewable energy development. 

MOIT suggests several solutions for a green transition, including review, amendment and adding legal documents, legal framework and policies. Suggested solutions also include applying the achievement of the technological revolution 4.0 in construction, management and operation of power systems. They consist of developing and accomplishing standard systems, regulations and guidance to ensure the flexibility of new electricity power plans and leverage the current plans. Especially, there is a need to train and attract high-quality human resources to meet new requirements for applying modern technologies into development and operation of new power systems.

Regarding strategic planning of Viet Nam’s power industry, DEPP3 Advisor Louis Algren presented approaches and overall scenario development. So, Viet Nam needs to build a comprehensive plan for large-scale electrification of transport and industry and ensure an accurate socio-economic discount in the Government's planning process.

Regarding the technological perspective, delegates from authorities, international organizations shared some ideas of feasible options for electric power planning. Precisely, they discussed some most financially feasible options to balance the electric power system by 2050, options for state-owned facilities' carbon-neutralized pathways.  

At the same time, delegates discussed focal points of TWG1’s working topics, including the allocation of power sources, particularly renewable energy in localities, to be compatible with the Power Master Plan 8, planning on grid and power sources’s connection in accordance with national and provincial plannings, controlling solutions of scheduled projects’ progress, technical and economic feasibility between co-using hydrogen and LNG for wind turbines and ammonia and coal usage in coal-fired power plants, roles of hydrogen and energy storage in the power system by 2050.

The meeting was an opportunity to share experiences and propose ideas and plans among delegates to contribute to the sustainable long-term development of Viet Nam’s power industry. 

Activities of TWGs in 2022:

TWG2: Renewable Energy

TGW2’s first meeting was held on April 14 in Ninh Thuận Province. Discussed topics included offshore wind power, biomass power, Law on renewable energy, green hydrogen, bio-energy market, garbage power, procurement framework. 

TWG3: Grid Integration and Grid Infrastructure

TGW3’s first meeting was held on June 26 in Huế city. Discussed topics included renewable energy integration, smart grid, grid connection standards, power storage system, decentralized renewable energy.   

TWG4: Energy Efficiency 

TGW4’s first meeting was held on May 12 in HCMC. Discussed topics included policies and mechanisms of energy efficiency, ESCO-related policies, financial mechanisms for energy-efficient projects, review and amendment of Law on economic and efficient use of energy, capacity building on energy-efficient use.

TWG5: Energy Market

TGW5’s first meeting was held on May 27 in Bình Thuận Province. Discussed topics included wholesale electricity market, direct power purchase agreement, carbon market, reduction of fossil fuel consumption.
