Consultation on Draft Technology Catalogues and Technical Guidelines of DEPP3 Program

On September 12, 2024, within the framework of the Energy Partnership Program between Vietnam and Denmark 2020-2025 (DEPP3), funded by the Danish Government, the Ministry of Industry and Trade (MOIT), in collaboration with the Danish Energy Agency and the Embassy of Denmark, organized a technical seminar titled "Consultation on Industrial Cooling Catalogue, Ventilation Catalogue, and Heat Recovery and Heat Pump Guideline."

The seminar was held both in-person and virtually, with the participation of Mr. Trinh Quoc Vu, Deputy Director General of the Department of Energy Efficiency and Sustainable Development (MOIT); advisors from the DEPP3 Program; along with many representatives from trade associations, institutes, universities, industrial enterprises, consulting units, etc.
Mr. Trinh Quoc Vu, Deputy Director General of the Department of Energy Efficiency and Sustainable Development, affirmed the importance of energy efficiency in socio-economic development.
Delivering the opening speech at the workshop, Mr. Trinh Quoc Vu noted: The main goal of the National Energy Efficiency Programme 2019-2030 (VNEEP3) is to save 8-10% of the nation's total energy consumption, with specific targets to reduce energy use in energy-intensive industries (such as steel, chemicals, plastics, cement, textiles, alcohol, beer and beverages, and paper) by between 4.6% and 24.81%, depending on the sector.
One of VNEEP3's primary tasks is to review, develop, and complete mechanisms and policies on energy efficiency, including the development of technical guidelines. By 2025, the program aims to complete and disseminate 15-20 technical guidelines across various economic sectors.

The Energy Partnership Program between Vietnam and Denmark 2020-2025 is a technical assistance project funded by the Danish Government and implemented by the Ministry of Industry and Trade in collaboration with the Danish Energy Agency and the Embassy of Denmark. The program consists of three components. The Department of Energy Efficiency and Sustainable Development manages Component 3, which focuses on energy efficiency to promote low-carbon development in Vietnam's industry.
In the DEPP3's 2023-2024 action plan, international and local consultants drafted energy efficiency technology catalogues, focusing on key energy-intensive technologies in Vietnam's industry.
Mr. Ma Khai Hien, Director of Enerteam, presented best practices for operating cooling systems in Vietnam.
In the second quarter of 2024, the DEPP3 Program successfully developed and completed the first catalogue named "Technology Catalogue for Energy Efficient Boiler". Following this success, the program’s experts have continued to develop two more catalogues, which are Technology Catalogue for Industrial Cooling Systems and  Technology Catalogue for Energy Efficient in Blower and Fan Systems, based on international best practices to support Vietnamese industrial enterprises in improving energy efficiency in their cooling and ventilation systems.

Furthermore, DEPP3 experts also developed the draft of the Technology Guideline for Heat Pump and Heat Recovery in Vietnamese Industry, offering practical information and technical solutions to optimize thermal energy use, improve energy efficiency, and reduce costs for industrial enterprises.
Assoc. Prof. Dr. Nguyen Viet Dung, Deputy Director of the School of Mechanical Engineering at Hanoi University of Science and Technology, gave his opinion on heat recovery and heat pump technologies.
During the seminar, DEPP3 experts shared the draft publications, including the Technology Catalogue for Industrial Cooling Systems, Technology Catalogue for Energy Efficient in Blower and Fan Systems, and Technology Guideline for Heat Pump and Heat Recovery in Vietnamese Industry, for feedback from relevant stakeholders.
The feedback provided at the seminar will serve as a foundation for DEPP3 experts to continue refining these technical reports, which will later be disseminated to the industrial community and other relevant parties in Vietnam. This will promote the adoption of advanced technologies and solutions to enhance energy efficiency, providing tangible benefits for businesses' production and operations and contributing to the government's goals of promoting energy efficiency and reducing greenhouse gas emissions in Vietnam.
