Training program on cyber security for electricity utilities

On April 24-26, 2024, the training program on cyber security for electricity utilities took place in Ha Long city. It was attended by about 50 delegates from Vietnam Electricity (EVN), National Power Transmission Corporation, power corporations, power plants and other EVN's subsidiaries. The event was held within the frame work of the Development Engagement 2 of the Energy Partnership Programme between Viet Nam and Denmark 2020 – 2025 (DEPP3).

During the training program, the delegates were shared with experience and knowledge relating to core issues of the cyber security for electricity utilities, including: overview of the cyber security, challenges of the technology security, system of standards and guidelines on the cyber security; legal frames; risk management; IT/OT system security; security system operation; …
At the beginning of the event, Mr. Nguyen The Huu – Deputy Director General of the Electricity Regulatory Authority of Vietnam (ERAV) said: “Cyber security becomes more and more important, contributing to ensuring the reliability, safety, and continuity of the energy system, especially with the current trend of integrating distributed energy sources into the power system.”
Recently, cyber attacks have been escalating and become a concern for agencies and organizations. "The digital transformation revolution with industrial devices connected through the network system provides a favorable environment for hackers to carry out targeted attacks. Vietnam is moving towards digital transformation and the Industrial Revolution 4.0. Progressing towards connecting and upgrading the infrastructure is unavoidable," shared the Deputy Director General of ERAV.
Delegates enthusiastically exchanged and shared their opinions at the event.
In the upcoming time, Vietnam's power system will undergo significant development, with thousands of megawatts of renewable energy connected to the smart grid. The application of information technology with high levels of digitization and automation in managing and operating the power system requires enhanced system security and cyber security. There is a need to upgrade both the infrastructure and the quality of technical teams to ensure the sufficient supply of electricity for socio-economic development.
The training program presents an opportunity to share valuable international experiences and solutions applied in the operation of power system networks. In addition, it aims to encourage units and individuals to enhance research and update solutions to improve the power grid to meet the operational requirements of a system with a high proportion of renewable energy sources and ensure security and safety.
Delegates are representatives from Vietnam Electricity (EVN), National Power Transmission Corporation, power corporations, power plants and other EVN's subsidiaries.
Mr. Emil Ravn Anderson - Risk Prevention Advisor, Expert from the Danish Energy Agency (DEA), shared that the cyber security, security, and risk prevention are crucial issues for modern power systems. To ensure the safety of the power system, Denmark has developed regulations and principles for related activities, such as the cyber security procurement, the security, the development and training of emergency response and crisis management scenarios...
Denmark has one of the most advanced electricity systems in the world with an increasingly high share of renewable energy, reaching up to 81%, including wind, solar, and biomass energy. It is expected that the share of renewable energy in Denmark's electricity system could reach 117% by 2030. The training program is designed with practical content related to cyber security and security issues to provide updated knowledge and experience in applying solutions, thereby enhancing the capabilities of the power system operation team towards ensuring security for the power system.
